What happened
The European Union is creating two new formal committees to coordinate with Ukraine's regional and local governments as part of their Association Agreement. This makes it easier for elected officials from Ukrainian cities and regions to have direct input into EU-Ukraine policy discussions, rather than routing everything through national capitals.
Why it matters
Ukraine is moving toward deeper institutional integration with the EU, and this signals that the EU is treating Ukrainian local governments as legitimate partners in that process — not just observers — which typically precedes the kind of administrative harmonization that comes before formal membership.
