Pipeline operators get more flexible deadlines for safety upgrades

The original rule let pipeline operators avoid lowering pressure on pipes when more people moved nearby. This correction gives operators more time to start the initial safety checks for those pipes. It is a small procedural adjustment, not a change to the safety standards themselves.
